Dell makes good gaming computers but by far the best of the best is the entire Alienware line of products. That said, those are pricey - even the lower end ones. When shopping for a gaming desktop, you will want to buy one that is advertised specifically for this purpose and not just a nice basic computer. The reason is that the gaming computers have special graphics cards and are otherwise configured to be ideal for gaming. Do plan on spending more on this than you would with a normal computer.
Is it better to build a gaming desktop computer or buy one? It's really up to you and your skills. If you have the skills to build your own and want the flexibility to customize your dream machine than by all means go for it. The cost savings between building it and buying one ready made is not substantial. You won't save a whole lot by building it yourself unless you have a good way to get a hold of parts for cheap.
